The math doesn't make sense for that statement to be true. As of December 2013 the US Department of Agriculture has announced that 47.79 million people were enrolled in the food stamp program. This is 15% of the total United States population. The labor force participation rate currently stands at 63.5% (Bureau of Labor Statistics) This number is based on participation in the labor force of individuals of working age.
Some portion of the labor force is within in the public sector, even then the number just don't make sense. The other thing to consider is that many of the 47.79 million who are receiving food stamp assistance are children who are not of working age.
