One reason for Low Voter Turnout is we are simply too busy and there is not enough time for many people to vote.  Consequently the idea to make Election Day a National Holiday could help for many to have the time to vote and would at least give many the oportunity to do so.  There would be certainly less of an excuse as to not having time to do so.

Part of my question is if this topic is in Congress presently or has ever been in the past. By Congress this would include both the Senate and the House of Representatives. Is there a Bill / Proposal to make Election Day a National Holiday?

That is an interesting point and well taken.  I don't ever recall hearing it before. If it hasn't been considered it probably should be. We celebrate the political and war heroes of the past all the time with holidays.  These days are to often just an excuse for a day off for most people.  For anyone who would like to make voting easier and help those who might be busy or otherwise disenfranchised your suggestion would probably really help.
