There are several sources of funding. One of the primary costs will be the expansion of the expansion of Medicaid for poor individuals and families. This is supposed to be paid for by cuts to Medicare in the short term but the burden will be placed on the states in future years. Part of the Supreme Court decision on Obamacare allows states to opt out of the Medicaid expansion. Many states have already decided to opt out. The other source of funding is the individual mandate which the Supreme Court has ruled a tax. Any individual who does not have private insurance and who does not qualify for the expanded Medicaid program will be required to either purchase insurance or pay the tax. There are also a number of other taxes which effect companies like some medical equipment suppliers. The bill is so large there are undoubtedly many other hidden costs and taxes. Government also has a horrible record when it comes to estimating future costs. Medicare and Medicaid were original projected by this time to cost something like 1/10th of their actual present cost. There have already been several revised cost estimates that show Obamacare to be much more expensive than expected. It will be interesting to see what happens.
